抄録: Making consensus and collaboration in school personnel organizaions has been considered self-evident. Certainly in the case where acts expected in school personnel organizations can be grasped with the notion of rational acts for a purpose, we can regard it as valid to consider the formation of consensus and collaboration self-evident. However, at present, we can find fluctuation whihch deviates from meaning orders of rational acts for a purpose in the discourse both of school personnel and school administraion researchers. Moreover, we can find theoretically that the notion of rational acts for a purpose in school personnel organizations cannot be maintained, that is, the foundation of fluctuation mentioned above comes to be recognized in the rethinking of the notion of school organizations and school personnel organizations and of teachers' professionalism from 1980's on. And so, the difficulty in the formation of consensus and collaboration has become awakened. Nevertheless, the schol improvement discourse does not explain the condition and the mechanism of the formation, only expressing the normative requirement that the formation of consensus and collaboration is necessary, under present conditions of that discourse. This paper brings meaning orders on consensus and collaboration which are already in common currency into question, and attempts to illuminate the following problem : on what notions' base, under what a prerequisite, and through what mechanism can consensus and collaboration in shcool personnel organizations be formed on condition that such meaning orders are current ? To speak more precisely, this paper attempts to found a basis for such illumination. Based on such an attempt of illumination, the necessity for groping the new organization of educational work has come to be awakened as a problem from the perspective of exploring new possibility for the integration of individuality and community, under the key concept of the operation of reflection.
