抄録: The purpose of this paper is to analyze the relationship between teacher salary and collective bargaining in the United States. In 1962, teachers successfully concluded a collective bargaining agreement with school board in the States. This had set a trend to change the school organization from a bureaucratic model into a professional one. In most states, nowadays, collective bargaining process is used to establish a professional model,with which the teachers union has requested the expansion of bargaining range to increase their influence. This means that a conventional role of collective bargaining, that is the improvement of economic condition of labor, has lost its main position in the issues of teacher salary. And collective bargaining for salary increse seems to be less effective. By considering these factors and analyzing the proceeding studies, I have made clear the meaning and effectiveness of collective bargaining for teachers nowadays. From the proceeding studies, following facts are made clear. 1 . By the wave of educational reforms in the 1980s, the meaning of collective bargaining for teachers union has turned from the side of exercising right by laborers into the side of means to increase the sense of professionalism and to encourage educational reforms. 2 . From the quantity analysis of bargaining results, effectiveness of collective bargaining on the increase of teacher salary has a negative conclusion. While, from the detail analysis of bargaining process, however, it may have an affirmative conclusion. Therefore, in spite of the numbers of analyses, there has not been a positive conclusion. I believe that to get more positive conclusion, there must be much more composite studies with dynamic analyses of collective bargaining processes as well as results.
