抄録: In China, education has been the main target of reform since 1980. And it has been done not only on the efficiency but also on the quality of the educational system. The reform rose not only in USA and European countries but also in Asian countries such as Japan, China etc. The improvement of teachers'quality has become one of the important topics for the education in China too, where the number of persons who need basic education is large, and where science and technology are actively mentioned to be very important for the country. In China, quality estimation system for teachers has been used as one of the important measures to improve the quality of teachers since 1983. Its effectiveness is still under discussion these years. The reform of the quality estimation system for teachers has shown its importance in detail. Backgrounds of introducing quality estimation system for teachers are different from country to country. There are similarities and differences among countries. In China, there are three purposes of introducing quality estimation system for teachers. The first is to estimate the quality of teachers and disemploy those who are not suitable for their positions. The second is to connect the result of the estimation to the employment, salaries and promotion of teachers in order to increase the positivity of teachers in work. The third is to remind the teachers of their advantages and shortcomings in order to increase the occupation morality and ability for education of teachers themselves. But it is doubtful if these are performed very well. In fact, various problems arise at schools in last 20 years since the introduction of the quality estimation system for teachers. Because the quality estimation system for teachers needs a lot of experience, it would be risky without introducing experiences and advices from other countries. So comparison and analysis on the system in China are done in this paper based on full investigation on the quality estimation system for teachers in some advanced countries such as USA, the Great Britain and Japan etc., The background, characteristics, effectiveness etc. of the quality estimation system for teachers in China are investigated and analyzed in details in order to find problems in the system and the way to solve them, and suggestion for its reform.
