抄録: In this paper, the writer has attempted to clarify the relation between the Children Act of 1908 and Liberal Imperialism. The Children Act of 1908, which was called the 'Children's Charter', has been considered to be a representation of the idea that children should be protected and educated for their ownsake, or to be based on the rights of children. But it was brought in by Herbert Samuel whose thought was that of the Liberal Imperialist. Samuel was the Under-Secretary of the State for the Home Department, and was a New Liberalist and a 'True Imperialist'. A special feature of Liberal Imperialism consisted in the link between imperialist expansion abroad and social reform at home. Samuel attached importance to social reform from the Imperial point of view. He tried to establish one large comprehensive measure for children which would produce a good wealth-producing machine, a good colonizing agency, and a good fighting machine. The Children Act of 1908 formed a link in the chain of his one large comprehensive measure for children. It was a measure to produce an 'Imperial race', and was not based on the rights of children.
