抄録: In England and Wales, the principle of the educational administration system in general is the Idea of a partnership. A partnership is, however, not abstract but substantial relations among the Central Education Authority, the Local Education Authority and the School. It is not clear why the LEA was chosen, as a new partner instead of the School Board. This article deals with the establishment of the LEA, which is the Education Act, 1902 and the Education Act, 1904. To study the history of the establishment of the LEA makes it clear what the fundamental characteristics of a partnership is. As the result of this article, the following points are led; the LEA denied not only the School Board but also the course of the development of the common secondary education system; the LEA tended to depend on the Central Education Authority and professionals; the Central Education Authority acquired a substantial method to control the LEA by the Education Act, 1904.
