抄録: In this paper, I consider the function of interactions with teachers in schools to enhance accountability in school education. This paper is organized in the following manner. Firstly, I point that the accountability structure education reform in Japan from 1980's has adopted embraces two conflicting approaches ; one is "let the managers manage", the other is "make the managers manage". And, in order to achieve an effect in education reform, it seems to be necessary to consider the effects of "inner accountability" ; interactions with teachers in schools. So, Secondly, I reveal the situation of interactions with teachers in schools with survey data, and make out that interactions with teachers in schools often contribute largely to improve in the basic academic ability of students, but they don't develop higher scholastic ability of students. This problem seems to arise from weakness of "inner accountability". Finally, I emphasize that teachers'professional development to support students'various needs for school education should be promoted systematically in order to ensure school accountability.
