So far, in the studies of the social education, the relationship between education and welfare has been discussed mainly over the subjects of the children. But the relationship between ""adult education"" and ""welfare for adults"" has rarely been discussed. From the point of view of adult education, how can we analyze the activities which have been considered as social welfare for adults? In this paper, I make this analysis through my experience of two-week observation in Addicts Rehabilitation Center (ARC) in New York City. First, it develops that the facility for the rehabilitation of narcotic addiction is the place for non-formal group learning. Second, it develops that the program of the rehabilitation is the learning as a change of consciousness. In Japan, it is necessary that we should work on narcotic addicts through the accumulation of the studies of adult education.
