内容記述 This paper examines the recent situation in which the mission of JSL has been threatened. JSL originally aims to support those who want to take higher education in spite of fi nancial burden. Previous researches have primarily focused on the difficulties of receiving and repaying loans. Since a lot of students have recently given up the chance to make use of JSL due to the burden of repayment, diffi culty of applying for JSL is being highlighted. The purpose of this paper is to grasp the eff ects and limitations of JSL policies. The paper analyzes the institutional changes of JSL and various data about JASSO-sponsored student support policies.
The research shows that the increase of burden and anxiety for making use of JSL makes the students give up applying for loans in advance and that students voluntarily deny the necessity of such an option. Other background factors include changes in young people’s life-course and introduction of policies that emphasize self-responsibility. In this situation, the students tend to think that getting higher education through JSL is risky in the long-term and forced to deny the necessity of applying for JSL. I call this phenomenon the exclusion from access.
Thus, this paper points to the limitations of the current policies related to JSL, which are being implemented without considering the uncertain future. Finally, this paper examines the future challenges of how JSL can contribute to the inclusion of young people in higher education in order to guarantee the equality of opportunities in education and contribute to nurturing human resources essential for industrial society.
