This study shows the process of introduction of evaluation Tests to the teacher employment system through a case study of Kagoshima prefecture in the 1950s. The result of analysis is below.
At first, the Ministry of Education planned to build the mediation system for new graduates based on the cooperation between the prefectural boards of education, the municipal boards of education, and universities which had faculties for teacher training. However, evaluation tests for teacher employment had been introduced by each prefectural boards of education through the 1950s. As a result, this transformed the teacher employment system, which once formed the mediation system.
Finally, I discussed this process as the removal of “institutional linkage” in teacher employment.
