In employment and promotion of personnels in these organizations, educational credentials are made great account as the index of their potential vocational abilities. In Japan as well as in other industrial countries, educational credentialism, which emerged in the process of modernization, after the Meiji Restoration, was institutionalized in the central government agencies at first, and in the Zaibatsu enterprises thereafter. In Japan, however, the institutionalization and domination of educational credentialism was not confined to the world of modern organizations. It rapidly permeated the daily \"life world\" of ordinary people who were not connected with these organizations.
