This new breed of teaching force is supposed to have ‘knowledge and experience of a high order’. They are expected to play a leading part in school management. However, the addition of this new layer is criticized on the ground that it is divisive and that it will reduce the professional autonomy of teachers. An interesting question then arises as to how this new policy of teaching personnel and school management will work, together with related policies concerning pay and professional development. The aim of the present paper is to initiate the discussion about this question.
