In this paper, I attempt to describe some features of modernity in the discourse about the education in reformatory schools (kanka-in) in the Meiji era. First, the legitimacy of "education", which was gradually accepted in those days, was reflected on the arguments of the parties concerned in 1880 s, who were in favor of establishment of reformatory schools. In other words, the education in reformatory schools came to be admired as better means of restraining increase in the number of criminals, than the disciplinary punishment in institutions for reprimand (chojikan, Choji-jo). Second, in the later years of the Meiji era, the authors who argued the education in reformatory schools in detail shared several fundamental approaches to "juvenile delinquents" (furyo-shonen) : the attention to their growing circumstances, the classification of them, the love toward them in the process of education, and the reference to "family" as an ideal form of life.
