This paper reports part of findings from a current case study with respect to a Kushiro City (Hokkaido)’s bylaw which was recently enacted to ensure basic academic achievements for students in the city. The study aims to address the following questions: (1) What is the impact of the National Testing of 6th and 9th grade students, which started in 2007, on local governments’ education policy? (2) Following the introduction of the National Testing, can we observe any change in the way different policy actors contribute to local education policy process? The authors examine controversial issues of the bylaw, and also present how city councilors, citizen groups, the city board of education and its superintendent played their roles in introducing the bylaw.
