The meaning of Innovation Schools in education reform of Korea

The keyword of the Korea’s education reform after 1980s was Autonomy. The reform of Autonomy was accomplished in 1995, when the education reform came in to effect on 31 May. However, such neoliberal reform, which emphasized on Autonomy and responsibilities, has affected emergence of the alternative education and movements to form the new schools in which teachers play a center role. Especially, teachers who led the movements to form the new schools played a main role in the school reform, which was helped out by the policy on innovation schools, which emerged through the superintendent of education election in 2009. Trying to improve school cultures in compliance with the original function that education has, the policy on innovation schools is different from the hitherto government-led education reform, in that it enabled school reform to aim at cooperative school management and formation of democratic communities. However, there still remain issues on how to keep the education innovation sustainable.
