High participation inevitably implies indifferent and unenthusiastic votes diluting more serious votes, especially when they are counted parity. Public election gives a prime example where young voters with lifelong stakes and elderly ones whose stakes are considerably lesser, are weighted ballot-to-ballot not according to true stakes, resulting in suboptimal social decisions in intertemporal policies such as public finance.
