The first strategy is the democratization of/by governments that aims to reinforce international organizations. And, the democratization by civil society that tries to promote social movements and deliberations in transnational civil society is the second. This paper shows the third one as the democratization of civil society, through examining the possibility of Global Stakeholder Democracy (GSD) advocated by Terry Macdonald. GSD demands various INGOs within multi-level governance be de-territorial representative of various stakeholder communities concerning global issues.
