The results of the analysis shows the characteristics of the South Korean employment creation policy found (1) in the service industry, particularly in the social service industry; (2) as support to the third sector of the social enterprise industry; and (3) that it does not include economic growth among its aims. These characteristics markedly differ from the full-employment policy that had created and expanded employment in private companies pursuant to the aim of economic growth in manufacturing industries during the 20th century era of industrialization in western European countries and Japan. This difference is certainly a reflection of the fact that South Korea was, compared to those countries, late in making the shift toward a welfare-state in the 21st century postindustrial era that resulted from the decline of its domestic manufacturing industry as a result of economic globalization.
