The old mraLurban divide between the parties that seemed to characterize Japanese politicsinfact masked a strategy of relying on groupsin Society that could be easily mobilized and monitored for purposes of allocating the vote among multiple candidates in most districts. Under the new rules, programmatic appeals are a more efficient way to gaina plurality of voters, leaving the old mobilizationalstrategyindisarray and consequently put and end to the LDP's long-term dominance.
