G･W･ブッシュ政権の下でアメリカの政府開発援助(ODA)は激増したが, 政府部門の分析のみではアメリカによる対外援助の全体像を明らかにすることはできない. 本稿では, 冷戦の終焉や｢同時多発テロ｣の発生といった国際情勢の変化の中, 財団を含むアメリカの民間部門による対外援助がどのように推移していったのかについて明らかにする. 特に, 対外援助に積極的に取り組んできた代表的な財団であるフォード財団(The Ford Foundation)の1980年代後半以降の活動を, 援助資金が重点的に配分されたプログラム分野の変遷に著目し, 検討していく.","subitem_description_type":"Abstract"},{"subitem_description":"A problem of this article is to analyze the trend of the foreign aid by the American private sector in late years, mainly on the activity of the foundation. In America, the private sector plays an important part in various fields such as culture/ art, social security. The field of the foreign aid is not an exception, too. The American ODA increased remarkably in the times of G. W. Bush administration, but cannot clarify the perspective of the forelgn aid by America only by the analysis of the public sector. In this article, I analyze it how a foreign aid by the private sector of America changed in the change of the international order such as the end of Cold War and the outbreak of '9.ll'.
