These optimal rules for capacity planning are to maximize long-run social welfare under the constraint that the fixed costs are covered by congestion rent. In regard to a loop network, transmission capacity should be adjusted according to the difference between the effects of congestion rent changes and the externalities of power flow changes. With regard to a radial network, we derive unique and simple rules that are based on the elasticity of scale associated with congestion price.
