Then the VGCL and its subordinate unions, which had been under the Vietnam Communist Party's leadership, was greatly concerned about unions'status as workers'representatives and empowerment of unions. At first, although the draft was open for alternative workers'representatives and was rather restrictive of unions'empowerment, the VGCL responded positively to it. However, confronted by pressures from its subordinate unions'leaders, the VGCL changed its stance and pursued exclusive status of the VGCL's unions as workers'representatives and more empowerment of unions. As a result, it conducted a campaign for amendment to the draft through its official organ. Finally, the 1994 Labour Code maintained exclusive status of the VGCL's unions as workers'representatives while it restricted empowerment of unions.
