First, I focused on how the relationship between schools and cram schools was described in the previous researches on school education and pointed out the characteristics of the relationship and their issues. In addition, I considered how the problem could be overcome from the viewpoint of social education, focusing on the difference between school education and social education. As a result, it was pointed out that schools and cram schools have been regarded as conflictual under the binary opposition between the public and private sectors. However, it is reasonable to think that there are some practices that cannot be interpreted in previous approaches.
