In Hainan Province, nature reserves have been created to protect valuable native tropical forests. One of them, the YingGeLing Nature Reserve, is home to many indigenous peoples and the forests they traditionally use. The implementation of a strict nature conservation administration is a source of conflict. In this research, we interviewed the staff who are working in the YingGeLing Nature Reserve and analyzed related data to clarify the present situation and the problems of the current management system of the nature reserve with a view to considering future measures. The results showed that, in the YingGeLing Nature Reserve, \"manpower shortages\" and \"human resources shortages\" are notable. The background is (1) there are severe restrictions and less flexibility on budget use and (2) there is insufficient experience in the management agency staff.
