This competency-based curriculum reform is undergoing. On the other hand, there are some concerns. Firstly, the legalization of educational aims may encourage intervention of political power in education. Secondary, it may eliminate the diversity of learners by imposing rules on the cultivation of identified values through education. In order to prevent these concerns from becoming reality, it is necessary to clarify how these reforms were discussed and promoted. In this paper, I analyzed the minutes of the meetings on education policy using KH Coder to examine the process of the debate on promoting the educational reform.
