A literature review was conducted on the competency frameworks developed by international and national institutions as well as on the empirical studies which identify teacher and school factors to promote ESD. It was revealed that the importance of acquiring ESD competencies as a teacher's own transformational facilitator is emphasized in the international frameworks. In contrast, in Japan, the competencies required of teachers in ESD practice did not clearly mention their role to facilitate transformation of society, and ESD practices in Japan seem not to include sufficiently holistic and pluralistic perspectives. Furthermore, there’s no discussion of administrative support system for teachers and schools to implement ESD.
