It specifically analyzes the minutes and documents of concerned ministries and agencies with the policymaking in the divided periods: 2000s and 2010s. In both periods, while the investment discourse was always taken up in the discussion of early childhood education and care policy, it was not centered but marginalized. This can be considered because the policymaking process has been intertwined of discussions on the social welfare aspect such as reducing the economic burden on working parents, the educational aspect such as ensuring the quality of the educational environment, and the legal position such as making the early childhood education compulsory
