By analyzing the archived materials describing citizenʼs movements and their practices at the center, we clarified how people's cultural backgrounds have been understood and how and why “coexistence” of people from different ethno-cultural backgrounds have been aimed for. In the last half century, the childcare center experienced a transition from “ethnic education” for Korean residents in Japan to for people from diverse cultural backgrounds. The practice of “coexistence” has been sought through the constant of relationships between majorities and minorities. On the other hand, we could see that minorities still have been facing difficulties of social exclusion and assimilation affected by the external social structure.
