Various actors are involved in the ICT education policy, such as MEXT, the Central Council for Education, the Education Rebuilding Implementation Council, the Ministry of Internal Affairs and Communications, the Ministry of Economy, Trade and Industry, and the Cabinet Office. Their stances on \"educational equity\" in the ICT education policy are somewhat different.
