A theory on the right to education claims that people, especially teachers, are entitled to decide on educational content and places them against the government. However, there is no debate on whether or not teachers actually demand discretion in determining educational content. Therefore, this study attempted to clarify some aspects of teachers' attitudes toward decisions on educational content through a questionnaire survey of in-service teachers. The survey targeted teachers at one junior high school and one high school, and 14 responses were obtained.
