Regardless of the existence of the contemporary teacher shortage problem, Today's Japan is no exception to this topic. However, there are some difficulties in the conception and measurement of teacher quality. Particularly, it is necessary to examine the predictors of expected excellent teachers in the context of Japanese education policy, since controlling quality through recruitment is the most important step in this process.
