Nishinari-ku is an urban poor community in Japan. Sato has provided children with a playground since 1977. And now Sato also socially supports children as a foster parent and provides childcare counseling for parents and an emergency shelter. Sato is based on the Rights of the Child. Now, Sato aims at the relationship with children and the community, for example,‘the right of Setting up or joining groups’ and ‘the right of Sharing thoughts freely’ (UNICEF 1989). Therefore we focused on the potential of P4wC to be a community of inquiry and started P4wC practices at Sato where adults and children apply themselves to the same question and share the same right to speak. We research this practice from three perspectives. First, we discuss interaction between the practice and documentation. Second, we note Agamben’s concepts of ‘pensiero’ (thought) and ‘Voce’ (voice) and discuss the political potential of cooperative thinking in Sato-Tetsu.
