In the new national curriculum guidelines, “proactive, interactive and authentic learning” was shown for class improvements. On the other hand, there are some concerns regarding that style of education. An education that emphasizes “independence” presupposes strong individuals and may reinforce self-responsibility for those who do not have resources. This study analyzes the minutes of government meeting related to educational policy using KH Coder to confirm the process of educational reform in recent years. Based on this analysis, I find that the government played a central role in this educational reform directly or indirectly, emphasizing “independence” on the grounds of “unforeseeable future” and “national growth” at the conferences.
