Service-learning expanded rapidly in curricular settings in the 1990s as an effective educational pedagogy. Thereafter, the civic engagement movement has enhanced the role of service-learning as an essential civic learning pedagogy. The AAC&U promoted the “Civic Learning and Democratic Engagement” project to develop a new framework for civic learning; design indicators of civic-minded institutions driven by on-campus stakeholders; and foster educational practices that develop civic outcomes. In particular, it promotes civic inquiry in the majors of the undergraduate courses. The higher education associations and civic organizations have recently collaborated to make civic learning more inclusive.
