MTB-MLE was developed and mainly led by UNESCO, especially in the Asia-Pacific region. Various research has done based on the data of each country’s MTB-MLE experiment in individually, but have not focused on its basic concept, its educational model’s origin, and the general challenges. This paper will first summarize the definition of “mother tongue” and will focus on MTB-MLE’s core value with the two perspectives, the recognition of the importance of mother tongue and the global discource of multilingualism.
