However, the development of interagency coordination before the 2000s is less explored. This study examines the development of presidential interagency coordination through quantitative text analysis and qualitative analysis. The quantitative text analysis reveals that the president began to utilize interagency coordination to intervene in policymaking from the 1960s to 1980s. The process is then discussed through case analysis. The Nixon administration used interagency coordination to prevent EPA from implementing strict regulations. Then, when the INS v.
