MTB-MLE was developed and mainly led by UNESCO, especially in the Asia-Pacific region. Pilot projects of MTB-MLE have done in various countries and evaluation have conducted so far. However, it has not been discussed or investigated about the assessment itself used for the evaluation, with the perspective that how to capture MTB-MLE learning outcome through the assessment. Based on this reason, this paper will review the challenges of assessing MTB-MLE from the previous literature and especially from the case study of Timor-Leste with three perspectives: sample, instrument, and methodology.
