We first examined the traits of and the situations encounterd by librarians. Then, we investigated the establishment process of the professionalism of registered dietitians and clinical psychologists based on the power balance model, involving the government, institutions of higher education, and the labor market. As a result, we identified the following six characteristics: (1) successive effort to improve professionalism; (2) a strict certification system; (3) assignment rule of professionals as faculty; (4) institutionalization of authority, duty, penalty, and job for profession; (5) coordinated effort by the government, higher education institutions, and the labor market; (6) political promotion.
