B ward in Tokyo, as a progressive case, integrates after-school measures for all children and the after-school care system. Parents living in B ward who used the after-school care system were interviewed for this study. From the study, the results showed that parents were discouraged about the after-school care after the enactment of the integration of the two systems. These parents'awareness has an influence on the after-school care system, which is heading towards integrating with after-school measures for all children. On the other hand, the awareness and concerns among parents are not related to the after-school care system. As a result, it can be speculated that the intention of \"promoting sound growth for all children\" does not operate.
