This policy divaricated slide projection into transfer pictures as recreational media, and magic lantern as educational media./ Meanwhile, in Taisho Era, with a prevalence of kinetoscope, National Policy Agency tried to control the “morally unfit” films, and the Ministry of Education tried to reclaim “educationally unfit” films. The education policies gradually shifted from reclaim to exhortation of films. The former policy will be said “educational use of recreation media”, and the latter will be said “recreational use of educational media”. Behind these policies are the various statements that tried to specify the essence of recreation and education.
