The necessity of children's participation has often been advocated, and various programs have been put into practice. Partnership of adults and children has been aimed at. However, the conflicts between adults and children in the participation process have not been discussed. Because past researches have failed to consider youth subculture and many teenagers who don't participate. Three cases of the participation programs in the administrative organs are taken up in this paper. Through the participant observation, it becomes clear that after appearance of conflicts, teenagers tried to redefine the environmental conditions by themselves in each program. If that is taken into consideration, opinions of teenagers would go beyond adults' intention.
