Project funding was maintained at 60-80% of the total annual Agency budget, but the terms used to describe multiple forest functions became more complex over time, with policies eventually incorporating a new range of functions, particularly after the 1992 Earth Summit in Rio de Janeiro. For instance, biological diversity, health and recreation and alleviating global warming are now acknowledged forest functions. These terms are being used to formulate and support public policies and they are being extended to non-public areas.
