Due to the densely covered water network and developed water transportation, some typical canal towns were born around the ancient city and became big commercial towns even in Ming and Qing Dynasties. Anchang town （安昌） is a classic example among them. This paper investigates the protection of ‘ancient canal towns’ and the utilization of folk culture of Anchang town to discuss the phenomenon of folk culture in modern society. The concept and image of ‘Shui Xiang Gu Zhen (i.e., Ancient Canal Towns)’ or ‘Jiang Nan (i.e., the South of Yangtze River)’ , which have a long history and are used till now, are undergoing a process of re-creation because of the cultural choice induced by the protection and development of Ancient Canal Towns. However, the reconstruction of the image of canal towns / ancient towns is neither simply the revival, recovery and reuse of the disappeared culture and life, nor merely the utilization of the unique local and regional culture rooted in the ancient canal towns. But by combining local culture and the generalized traditional Chinese culture which is not related to the local and regional culture, Anchang’s historical and legitimate significance are gained. Therefore, the recreation of the image of ‘Shui Xiang Gu Zhen (i.e., Ancient Canal Towns)’ can be conducted. The aims of this paper are: first, to illustrate the re-creation of the new ‘local’ in a culture reproduction perspective, by investigating the phenomenon of cultural choice of the ‘selected’ culture and the ‘eliminated’ culture, generated in the process of the conservation and utilization of Anchang. Second, by annalizing ‘selected’ local culture and other ‘exploited’ culture (i.e., non-local culture) – which are both towards to a more legitimate culture of Chinese - to reveal the construction of ‘Pan-Chinese culture’. Because of that, the vanished folk culture has been re-evaluated from the perspective of legitimate Chinese culture.
