Although the Siamese government legitimized the regulations by explaining their purposes as to prevent the use of the premises occupied by shrines for illegal purposes such as gambling and meetings of secret societies and to prevent the misuse of shine funds for the benefit of the great majority of law-abiding Chinese, it evoked strong objections from the Chinese in Bangkok, in paritular those who were foreign subjects under colonial authorities.
