In particular, from a viewpoint of education for mature students and working class students, the writer pays attention to the polytechnics which constitute the binary system. First, the policy of polytechnics is made clear through the speech by Anthony Crosland who was the Secretary of State and through 1966 government White Paper, 'A Plan for Polytechnics and Other Colleges'. Second, the policy of polytechnics is explained in relation to education for working class. Third, by clarifying the actual percentage of working class students and mature students in polytechnics, the policy of the polytechnics is re-examined.
