With population growth, educational affairs grew excessive, complex and technical. Superintendents were thus pressed to be technical administrators to deal with business, administrative and excutive affairs in addition to educational ones. But criticism of the business - executive concept of the superintendent was born. It criticized the concept from the point of 'social reform' through schools. It was emphasized that teachers and administrators (superintendents) had to have 'social' view point,and take their own parts in making educational policies. In this paper, I tried to clarify the new concept of educational administrators, i.e. \"Educational Statesmanship\". I examined some of the statements which intended to introduce the new concept; statesments of Counts, Kilpatrick, Kandel, Newlon, the Department of Superintendency of the N.E.A. and so on.
