To establish this process, I use the organs of Japan Teachers'Union (JTU) and the journals with close associations. In particular, I analyze the cultural activities because this word was used in the same meaning as the training professional ability. 　I found that the logic of cultural activities equal to the professional ability training is able to the logic of culture to be found life. And they defined that teacher's labor were equal to expanded reproduction of the culture. So they could use the word “ cultural activities” as the professional ability training. 　On the other hand, some told that oppose to JTU acted to cultural activities as if a professional organization. So the member of JTU discussed that JTU should act to these activities or not. However, it is important thing that discussing were existing of unions'organs and journals in plain view in 1947.
