Educational policies aspiring to enhance vocational education or unify academic and vocational education are emerging; however, these kinds of policies were already implemented in the postwar period and have not achieved much. To avoid repeating the same situation, reconsidering the past arguments on these matters is important. 　This research focuses on both academic and vocational education, and reveals torsion between program and purpose in vocational education and general disciplines, as well as academic education and vocational disciplines.
