At the same time, the childcare system was also being constructed. However, the aims of the two systems were quite different. This paper analyses the characteristics of Japan's modern childcare system by comparing it with the education system. In the analysis, we use a theory developed by Mori Shigeo, a leading Japanese educational sociologist who studied the modernity of Japanese education.
