The national institutions are generally research intensive, but there is a hierarchical structure among them with this respect. This paper tries to analyze the making of such a structure by tracing the changes in graduate courses attached to each university, and relate them to higher education policies and institutional behaviors. Major findings include the following : (1) Right after the Second World War, national universities were divided into two classes, one comprising seven old Imperial Universities with full sets of graduate courses, and the others with virtually none. (2) The structure changed slowly after the 1970\u0027s, to form by the 1990\u0027s a three-tier structure, the first the lmperial Universities, the second comprising the national universities that were given the university status before and acquired almost full sets of graduate courses by this period, and the rest with incomplete sets.
