First, the legitimacy of \"education\", which was gradually accepted in those days, was reflected on the arguments of the parties concerned in 1880 s, who were in favor of establishment of reformatory schools. In other words, the education in reformatory schools came to be admired as better means of restraining increase in the number of criminals, than the disciplinary punishment in institutions for reprimand (chojikan, Choji-jo).
